Alice Bailey's layer, also modern, calls Neptune a sacred planet on the sixth ray of devotion and groups it with Saturn and Uranus as a reaping planet, suited to the later stages of the work. The 12th is the house of what was never digested. With Neptune here, that material is not empty. It is unopened, and there is a door on it.
