Bailey's esoteric astrology splits it further: Jupiter rules Aquarius at the soul level, love and wisdom distributed through the group, while at the highest tier the Moon rules and veils Uranus. Bailey counts Uranus sacred, on the seventh ray of ceremonial order. The sign's keynote is the water of life poured out for thirsty people. Uranus in its own modern sign says the pouring is what the freedom was for.
